Putin’s visit, his first since starting a new term as Russia’s president, underscores the deepening ties between the two countries amidst Western tensions. The meeting in Beijing, their fourth since Russia’s invasion of Ukraine, occurs amid international concerns about the conflict’s direction and Russia’s resilience to sanctions. Xi welcomes Putin amidst pressure from both the US and Europe to prevent the surge in exports from China to Russia since the war’s onset from bolstering the Kremlin’s war effort.
Earlier this week, US Secretary of State Antony Blinken visited Kyiv to reaffirm the Biden administration’s support for Ukraine, pledging $2 billion in military aid. White House officials have recently confronted Beijing over alleged support for Russia’s defence industry, but China has dismissed these claims as baseless. During their meetings in Beijing on Thursday, Xi and Putin are expected to discuss the conflicts in Ukraine and Gaza, as well as their expanding trade, security, and energy partnerships. Putin praised China’s handling of the Ukraine crisis, and while Beijing maintains neutrality, Xi has called for peace talks that consider both sides’ perspectives.
Both leaders see each other as essential partners in their efforts to reshape a world order they believe is dominated by the United States. They will discuss Russia’s upcoming hosting of the BRICS summit, which offers an alternative to the Western-backed G7. They will sign bilateral agreements and commemorate 75 years of diplomatic relations. Putin will also visit Harbin, where he will attend trade forums and engage with the students and faculty of Harbin Institute of Technology.
