China expels two former defence ministers from the Communist Party as military purge intensifies.
On Thursday, China expelled its former Defence Minister Li Shangfu and his predecessor from the ruling Communist Party over corruption allegations, according to state broadcaster CCTV. This move deepens the extensive purge within the top ranks of the military. Li was abruptly removed in October last year after disappearing from public view for two months, amid a series of high-level shakeups affecting the world’s largest military. Li’s mysterious disappearance and sudden ouster just months into his role sparked intense speculation. This followed the unexpected dismissal of two top generals from the PLA Rocket Force, an elite unit overseeing China’s nuclear and ballistic missiles, also without explanation.
Thursday’s announcement marks the first official confirmation from Chinese authorities that corruption allegations are behind Li Shangfu’s dramatic disappearance. Highlighting the extent of the high-level purges, Li’s predecessor, Wei Fenghe, was also expelled from the Communist Party on Thursday over similar corruption allegations, according to CCTV. Both Li and Wei were former members of the Central Military Commission (CMC), a powerful body led by Chinese leader Xi Jinping, who ultimately commands the armed forces. Li was placed under the military’s internal investigation for “serious violations of party discipline and law” on August 31 last year, according to CCTV. This came two days after he was last seen publicly at a security forum in Beijing.
The investigation by the CMC’s Commission for Discipline Inspection found that Li Shangfu had allegedly violated political and organisational disciplines, resisted investigation, sought personal benefits, and received and offered bribes. Wei Fenghe, Li’s predecessor as defence minister, faced similar accusations, including taking bribes and a “collapse of faith and loss of loyalty,” according to CCTV. Both cases have been referred to the military procuratorate for prosecution, and both generals have been stripped of their military ranks. The CCTV reports suggest corruption in the procurement and development of China’s military equipment, likely focusing on the Rocket Force. Li previously headed the PLA’s Equipment Development Department, while Wei was the first commander of the Rocket Force. Since last summer, over a dozen high-level military officers and aerospace executives have been removed from their roles. Xi Jinping has made anti-corruption a hallmark of his rule since 2012, and these ongoing purges indicate that the campaign continues within the military.
