การเยือนกรุงฮานอยของประธานาธิบดีฝรั่งเศส เอ็มมานูเอล มาครง เมื่อวันที่ 26 พฤษภาคม ที่ผ่านมาได้ทำให้ เวียดนามและฝรั่งเศสลงนามในแถลงการณ์เจตจำนงเพื่อร่วมกันในหลายด้าน โดยเฉพาะประเด็นที่น่าสนใจอย่างการพัฒนาดาวเทียมสังเกตโลก ซึ่งเป็นข้อตกลงความร่วมมือระหว่างหลายสถาบัน มีจุดมุ่งหมายคือการสนับสนุนการพัฒนาที่ยั่งยืน ทั้งในด้านสิ่งแวดล้อม เกษตรกรรม การจัดการภัยพิบัติ และการวางแผนเมืองอย่างแม่นยำ
ที่ความร่วมมือครั้งนี้น่าสนใจเป็นพิเศษคือ เวียดนามเป็นหนึ่งในไม่กี่ประเทศในอาเซียน ที่พัฒนาดาวเทียมสำเร็จมาแล้ว คือดาวเทียม VNREDSat-1 ที่ส่งขึ้นในปี 2013 ด้วยร่วมกับฝรั่งเศสเช่นกัน การกลับมาร่วมมือในโครงการใหม่ครั้งนี้จึงถือเป็นก้าวสำคัญในการยกระดับศักยภาพด้านอวกาศ โดยช่วยให้เวียดนามสามารถวิเคราะห์ข้อมูลจากอวกาศเพื่อการตัดสินใจเชิงยุทธศาสตร์ได้ด้วยตนเองมากขึ้น
ความเคลื่อนไหวนี้ยังสะท้อนถึงบทบาทของฝรั่งเศสที่ต้องการฟื้นความสัมพันธ์เชิงลึกกับเวียดนาม ซึ่งเคยเป็นอดีตอาณานิคม โดยในทริปนี้ยังมีการลงนามข้อตกลงอีกหลายฉบับ เช่น การซื้อเครื่องบิน Airbus A330neo จำนวน 20 ลำ ความร่วมมือด้านพลังงานนิวเคลียร์ ระบบราง และการผลิตวัคซีนในประเทศ ซึ่งล้วนเป็นส่วนหนึ่งของความพยายามเชิงยุทธศาสตร์ในการสร้างดุลอำนาจทางเศรษฐกิจและเทคโนโลยี ท่ามกลางแรงกดดันจากสหรัฐฯ ที่ขู่อาจเรียกเก็บภาษีนำเข้าสูงกับสินค้าจากเวียดนามและยุโรป ความร่วมมือด้านดาวเทียมจึงไม่ใช่แค่โครงการทางวิทยาศาสตร์ แต่ยังสะท้อนถึงการขับเคลื่อนอนาคตของเวียดนามบนเวทีโลกอีกด้วย
The new Earth observation satellite: France and Vietnam join forces to strengthen national strategy
During French President Emmanuel Macron’s visit to Hanoi on May 26, Vietnam and France signed a joint declaration of intent to cooperate in multiple areas, with a particularly notable focus on the development of an Earth observation satellite. This collaborative agreement involves several institutions and aims to support sustainable development in environmental protection, agriculture, disaster management, and precise urban planning.
What makes this cooperation especially significant is that Vietnam is one of the few ASEAN countries to have successfully developed a satellite before—the VNREDSat-1, launched in 2013 in partnership with France. This new project marks a major step forward in enhancing Vietnam’s space capabilities, enabling the country to analyze space data for strategic decision-making more independently.
This move also highlights France’s desire to deepen its relationship with Vietnam, a former colony. During this visit, several other agreements were signed, including the purchase of 20 Airbus A330neo aircraft, cooperation in nuclear energy, rail systems, and domestic vaccine production. These initiatives are part of a broader strategic effort to balance economic and technological influence amid pressure from the U.S., which threatens high import tariffs on goods from Vietnam and Europe. The satellite cooperation is therefore not just a scientific project but also a reflection of Vietnam’s drive to shape its future on the global stage.
