A Saudi women’s rights activist receives an 11-year prison sentence.
Human rights groups are demanding the release of a Saudi woman sentenced to 11 years in jail for advocating women’s rights and her attire. Manahel al-Otaibi, a 29-year-old fitness instructor and activist, was convicted during a “secret hearing” at the kingdom’s Specialized Criminal Court on January 9, 2024, according to joint statements by Amnesty International and the London-based Saudi rights organisation ALQST on Tuesday. The decision to imprison al-Otaibi came to light weeks later after the Saudi government responded to a request by United Nations Special Rapporteurs regarding the case, as reported by the watchdogs.
In January, Saudi Arabia’s mission to Geneva responded to the UN request, asserting that Al-Otaibi was arrested for terrorist offences under a valid warrant. Amnesty and ALQST allege her charges stem from her attire and online expression, including advocating against the male guardianship system and posting videos in “indecent clothes.” Her sister, Fawzia al-Otaibi, faced similar accusations but fled Saudi Arabia after being summoned for questioning in 2022. Amnesty and ALQST demand Manahel al-Otaibi’s immediate release, citing her imprisonment as contradictory to Saudi Arabia’s claimed reforms. Bissan Fakih of Amnesty International denounced al-Otaibi’s conviction and harsh sentence, calling it an “appalling injustice.”
In its correspondence with the Office of the UN High Commissioner for Human Rights, Saudi Arabia’s mission in Geneva emphasised that individuals are not detained for exercising rights. They stressed state institutions’ obligation to ensure fair treatment regardless of religion, race, sex, or nationality.Despite some relaxation of restrictions on women under the male guardianship system, numerous discriminatory practices persist. Amnesty and ALQST highlighted the 2022 Personal Status Law, intended as a reform, which instead perpetuates many restrictive aspects. Al-Otaibi’s arrest, ironically, occurred while exercising freedoms she believed Crown Prince Mohammed bin Salman promised to uphold. This coincides with an intensified crackdown on free speech, including online expression, in Saudi Arabia.
