Kenyan President William Ruto announced on Wednesday that he will not sign the controversial finance bill, yielding to mass protests that have reportedly left at least 23 people dead “After reflecting on the ongoing discussions about the content of the 2024 finance bill and listening closely to the people of Kenya, who have clearly stated their opposition to this bill, I have decided not to sign it,” Ruto said in a televised address. “The people have spoken,” Ruto continued. “Following the passage of the bill, the country saw widespread dissatisfaction, which unfortunately resulted in loss of life, property damage, and the desecration of constitutional institutions.”
Protesters in Kenya plan to proceed with a “One Million People March” on Thursday despite President Ruto’s decision to withdraw the finance bill. A widely shared social media poster calls for nationwide demonstrations and roadblocks leading to Nairobi, with some protesters urging an occupation of the State House. U.S. Secretary of State Antony Blinken has urged Ruto to exercise restraint and investigate human rights abuse allegations following deadly clashes. Kenya, known for its stability, has seen escalating protests over the bill aimed at addressing public debt. The government recently revoked some tax increases, but this failed to quell the protests amid rising living costs. On Tuesday, protests turned deadly, with security forces firing teargas and live ammunition at demonstrators. Dramatic scenes in Nairobi included government buildings set on fire and a ceremonial mace stolen from parliament. Lawmakers were evacuated as police clashed with protesters, CNN affiliate NTV Kenya reported.
According to the Kenya Police Reforms Working Group (PRWG), a civil society organization, at least 23 people died in the violence. PRWG, in a statement via Amnesty International Kenya, alleged that police targeted young, unarmed protesters outside the parliament, with violence continuing into the night. The Law Society of Kenya is calling for the resignation of Kenya’s police chief and Nairobi regional commander over these actions and claimed several prominent social media users were “abducted” by police, with six still missing. Ruto’s decision to withdraw the bill surprised many, given his hardline stance just a day earlier. Kenyan analyst Herman Manyora said withdrawing the bill earlier could have prevented the loss of lives on Tuesday.
