France deploys additional police to New Caledonia to restore calm
The French government dispatched additional police to New Caledonia on Thursday (May 16), vowing to crack down on rioters after three nights of unrest that resulted in four deaths. Rioters, protesting an electoral reform, have burned businesses, torched cars, looted shops, and erected road barricades, creating a “dire situation” for access to medicine and food on the French-ruled Pacific island, authorities reported. France declared a state of emergency on the island, placed at least 10 people under house arrest, and banned TikTok. Police and gendarmes in New Caledonia will increase from 1,700 to 2,700 by Friday evening, with some soldiers assisting. “The situation in New Caledonia remains tense, with looting, riots, fires, and attacks,” stated French Prime Minister Gabriel Attal.
France will demonstrate “maximum firmness towards looters and rioters” and intensify sanctions, stated officials. Rioting erupted over a new bill, approved by lawmakers in Paris on Tuesday, allowing French residents residing in New Caledonia for 10 years to participate in provincial elections. Some local leaders fear this will diminish the indigenous Kanak vote. Electoral reform is the latest flashpoint in a longstanding dispute over France’s involvement in the mineral-rich southwest Pacific island, approximately 1,500 km (930 miles) east of Australia. Paris ignored warnings about the reform, said Dominique Fochi of the Caledonian Union. “We voiced our concerns to no avail, and now things have erupted,” Fochi stated. France gradually transferred certain powers over New Caledonia in 1853 and granted it overseas territory status in 1946. Despite being the world’s third-largest nickel producer, New Caledonia’s nickel industry is in crisis, Fochi noted.
Attal announced French government assistance to alleviate the economic impact of the crisis. The local chamber of commerce estimated riot damages at 200 million euros ($217 million), NC La 1ère reported. “Caledonia faces a tough recovery… About 80% is destroyed,” said Nouméa resident Yoan Fleurot, who witnessed the looting. France’s High Commissioner Louis Le Franc stated armed forces were guarding New Caledonia’s airports and port. Roads in Nouméa were blocked by burning cars and carcasses, some rigged with traps. Le Franc also noted clashes between the protest organisers and self-defence groups overnight.
Three young Kanaks died in the riots, and a 22-year-old police officer was fatally shot while engaging with protesters, announced French Interior Minister Gerald Darmanin. Another gendarme died accidentally. Neighbouring Pacific nations urged dialogue and repeal of the electoral reform. Vanuatu’s Prime Minister Charlot Salwai blamed France for ignoring warnings.
The French government plans to meet pro- and anti-independence leaders in Paris and is open to suspending the reform bill pending a new agreement on the island’s future.
