Haiti’s interim government appoints a new president for the council and suggests an interim prime minister.
Haiti’s transitional council, charged with steering the nation towards stability amid rampant gang violence, has designated one of its members, Edgard Leblanc Fils, as council president. Additionally, the council has proposed former sports minister Fritz Bélizaire as the new interim prime minister. Formed with the support of CARICOM and comprising nine members, including seven with voting rights, the council aims to facilitate upcoming elections and address Haiti’s deteriorating security situation. Sworn in at the National Palace recently, the council shoulders the crucial responsibility of appointing a new prime minister and assembling a cabinet to guide Haiti through its transitional phase.
Until a new president-elect is inaugurated by February 7, 2026, the committee will exercise designated presidential powers. Former Prime Minister Ariel Henry resigned as the council was sworn in, with former Finance Minister Michael Patrick Boisvert serving as interim. Pending tasks include appointing a new head of government and cabinet, coordinating the arrival of a multinational security force to reclaim the capital, and eventually conducting long-overdue elections.
Haiti’s gangs demand inclusion in negotiations, with leader Vitel’homme Innocent warning CNN of alternative actions if denied representation. He opposes the council, seeing it as a continuation of the old regime, a sentiment shared by many Haitians. Since February, gang attacks in Port-au-Prince have crippled the city, halting vital supply routes and triggering an exodus of foreign nationals. The resulting isolation has led to hospital vandalism and looting of food and aid stores, worsening food insecurity for nearly 5 million Haitians, per the UN. The gangs’ insistence on a role in governance underscores the deep-seated societal challenges facing Haiti, where a breakdown of order has left millions vulnerable and cut off from assistance.
