Hungary’s PM Orban meets Russia’s Putin in a Moscow visit criticised by Ukraine and EU leaders.
Hungarian Prime Minister Viktor Orban travelled to Moscow on Friday to meet Russian President Vladimir Putin, sparking significant outrage among his European Union counterparts. Orban’s visit, the first by an EU leader to Moscow since April 2022, was especially contentious as Hungary recently assumed the rotating presidency of the Council of the European Union. Putin and Orban discussed potential solutions to the conflict in Ukraine. Putin stated that Russia remains open to political and diplomatic discussions but stands by its previously outlined terms, which are unacceptable to Ukraine and its Western allies. Ukraine insists any peace deal must include the return of its pre-2014 territory. Orban’s press secretary, Zoltan Kovacs, highlighted the “special significance” of this visit, noting it as the first since Russia’s full-scale invasion of Ukraine in February 2022 and marking the 14th meeting between the two leaders since 2009.
Orban has long been Putin’s staunchest ally in Europe, standing apart from the otherwise united bloc. He has consistently advocated for a ceasefire rather than military support for Ukraine. Kovacs stated on X after the meeting, “The talks with President Putin at the Kremlin focused on the Ukraine settlement and bilateral relations, emphasising Hungary’s unique position to communicate with both warring sides.” European Commission President Ursula von der Leyen condemned Orban’s visit to Moscow, asserting that “appeasement will not stop” Putin. “Only unity and determination will pave the path to a comprehensive, just, and lasting peace in Ukraine,” she added.
Kyiv also swiftly condemned Orban’s visit. “The decision to make this trip was made by the Hungarian side without approval or coordination with Ukraine,” stated Ukraine’s foreign ministry on Friday. “We remind that the principle of ‘no agreements on Ukraine without Ukraine’ remains inviolable for our country and call on all states to strictly adhere to it.” The ministry emphasised that Ukraine’s peace formula, as outlined by President Volodymyr Zelensky, “remains the only realistic way to restore a just peace.” Orban’s trip to Moscow followed closely on the heels of his visit to Kyiv on Tuesday, his first since Russia’s full-scale invasion began. During his Kyiv visit, he urged Zelensky to consider a “ceasefire” to “speed up peace talks” with Moscow—a suggestion Zelensky firmly rejected.
