Vietnam’s Communist Party chief transfers power to the president while he receives medical treatment.
On Thursday, Vietnam’s Communist Party announced that President To Lam will assume the duties of Communist Party chief Nguyen Phu Trong, who is currently undergoing unspecified medical treatment. This unusual move follows months of speculation about Trong’s declining health, although the party has not disclosed the nature of his treatment. Lam, a former head of internal security, is viewed as a leading candidate to succeed Trong when his term ends in 2026. The Politburo has assigned Lam to oversee “the work of the Party Central Committee, the Politburo, and the Secretariat,” according to a statement from the party’s central office.
Although Vietnam officially lacks a paramount ruler, the party chief wields the most power in the Communist-ruled nation. Nguyen Phu Trong, 80, has held this position since 2011. As a Marxist-Leninist ideologue, Trong has since 2017 led a corruption crackdown known as the “blazing furnace,” similar to China’s approach. However, in recent months, he has appeared frail at public events and missed several high-level meetings. In an unexpected move, the Politburo awarded Trong the Gold Star medal on Thursday, Vietnam’s highest honour for public officials.
Lam was elected president in May following the resignation of several top leaders amid accusations of unspecified wrongdoing, part of the extensive anti-corruption campaign initiated by Trong. As a key figure in the crackdown, Lam vowed after his election to “resolutely and persistently continue the fight against corruption.” Following the announcement, Vietnam’s main stock market rose by 0.5%. A senior Western diplomat in Hanoi viewed Lam’s expanded powers as “good for stability.” However, the diplomat, who wished to remain anonymous, noted that it remains to be seen how this development will affect economic, foreign, and domestic policies and the direction they may take.
