President Joe Biden is facing bipartisan backlash over his ultimatum, warning that a major Israeli offensive in Rafah could lead to the suspension of certain US weapons. Biden’s public announcement of the ultimatum on CNN drew criticism from Republicans and concern from Democrats. Republican Sen. JD Vance of Ohio criticised the move, stating, “On the one hand, they’re saying too many Palestinian civilians have been killed. On the other hand, they’re depriving us of the precision-guided weapons that actually cut down on civilian casualties.” Biden specifically mentioned withholding bombs and artillery shells perceived as indiscriminate and imprecise by the administration.
The US is considering the sale or transfer of additional munitions to Israel, including JDAM kits, but no immediate action is planned, a US official said. President Biden’s recent announcement marked a significant shift in US-Israeli relations amid the conflict with Hamas. While Biden’s aides indicated that the message should not have surprised Israel, the administration previously paused the delivery of 3,500 bombs amid concerns about their use in Rafah. Biden stated that if Israel enters Rafah, he will not supply weapons in such situations. Republican Sen. Lindsey Graham criticised the ultimatum as detrimental to US-Israeli relations and urged continued weapon supply and dialogue with Israel. GOP Sen. Rick Scott of Florida criticised Biden’s decision, accusing him of siding with Hamas. Meanwhile, 26 House Democrats expressed concern in a letter to Biden about the impact of withholding weapons shipments on Israel’s security.
A group of House Democrats, led by Rep. Josh Gottheimer of New Jersey, requested a White House briefing for more insight into Biden’s decision and the distribution of aid to Israel. Democratic Rep. Adam Smith of Washington highlighted the types of weapons withheld, stating the president believes they shouldn’t be used in Rafah. Democratic Sen. Chris Murphy of Connecticut praised Biden’s decision, noting he’s learned from past military campaigns. Secretary of State Antony Blinken emphasised Israel’s responsibility to minimise civilian casualties. Gaza’s Ministry of Health reported over 35,000 casualties from Israeli operations.
Last week, the State Department reported it is “reasonable to assess” that U.S. weapons were used by Israeli forces in Gaza in ways “inconsistent” with international humanitarian law but stopped short of declaring a violation. Senator Chris Van Hollen criticised the administration on CBS’ “Face the Nation,” saying there is enough evidence to make specific determinations and that the administration avoided tough questions. The report did not find that Israel withheld humanitarian aid to Gaza despite conflicting reports. Van Hollen fears that not explicitly addressing arbitrary restrictions on aid sets a very low standard. Senator Chris Coons defended Biden, stating he has taken decisive action despite backlash.
